News sources in Japan are reporting that the deal is postponed for a year. Is it true, have the prodeal advocates failed to get their way?

Apparently the EU and Australia are seen as accepting a "cooling off" period of a year.
What is the point of that?
Nothing will change for another year, and even a year from now the positions of each side won't be fundamentally different.
Aren't the NGOs in Agadir telling these nations to reject this "cooling off" period idea? Shouldn't Australia push forward with it's plan and bring it to a vote, or adopt a resolution to similar effect? I hope you guys aren't all just hanging around poolside!
