It is impossible to imagine that the Icelandic exporters were unaware of the fact that it is illegal to export whale meat to Latvia. Any human on the planet with access to a computer was bombarded last October/November by a series of viral messages about a certain "anatomical" type of whale leather to be featured in a Latvian-built luxury armoured SUV ...after weeks of articles and hundreds of thousands of suggestive jokes, comments and images (that were of a level of sophistication indicating that they might at least in part have been written by the Inbetweeners' Jay!) it is difficult to imagine ANYONE not knowing that whale exports to Latvia are illegal. And oh, yes, CITES has a website, too --complete with all the country reservations.

The governments of both Iceland and Denmark need to produce all the relevant paperwork, and all governments must take steps to ensure they know what is in all fishmeal and oil products they are importing from ANY whaling country from now on. Trust the whalers? History has shown how well that (didn't) work.
